Shanoja Eco plus derives its mandate from the International Solid Waste Association (ISWA 2009) which describes the waste hierarchy as a valuable and political prioritization tool which can assist in developing waste management strategies aimed at limiting resource consumption, promoting responsible production and consumption, climate action, sustainable cities and communities and protecting the environment. The hierarchy is given in order to waste minimization, re-use, recycling, waste-to-energy and finally landfill.

At country level, Shanoja Ecoplus derives its mandate from different documents like National Development Plan III”, which notes that natural resource and climate action are central for the realization of sustainable industrialization (National Planning Authority, 2020). Also, The Uganda Vision 2040 calling for development of appropriate adaptation and mitigation strategies on climate change to ensure that Uganda is adequately cushioned from adverse impact brought be climate change and the Uganda green growth strategy.
